Dear Friends,
Thank you for your warm welcome, as well as the concrete support you provided in realising the event on Tuesday, October 14, 2014 in Brussels.
Our meeting had a vast resonance at a European level thanks to the strong message of Transport Commission Chair Michael Cramer and your declared commitment to listen to and promote cooperation between citizen voters and elected representatives; a factor made public through numerous media releases.
Together, we decided that this collective would act through a decision-making mechanism which will be assisted by an exchange of documents, Skype conference calls and meetings in the European parliament and elsewhere.
We would like to call this working group “Lyon-Turin Citizens/MEPs Initiative” (LTCMI) and we think it would be opportune to include the acronym at the beginning of all messages in order that they be immediately identified amongst the copious correspondence we receive.
The political and industry promoters of the Lyon-Turin project have finally realised that everything has not already been decided, as they’ve been declaring for years: both with regards to the 40 per cent co-financing, given the precarious economic and financial conditions of the EU and its Member States; as wells as the feasibility of the actual project.
To facilitate dialogue and decision-making, we encourage everyone to use circular, inclusive communication amongst those who made the meeting on October 14th possible.
While we do not consider this the exhaustive list we would like to prepare together with you, we believe the activities of our working group “Lyon-Turin Citizens/MEPs Initiative” could include:
- defining a political action strategy against the Lyon-Turin,
- acquiring comprehensive and shared information on the project itself,
- obtaining a hearing with the European Parliament Transport and Tourism Committee,
- obtaining a hearing with the European Parliament Petitions Committee,
- submitting Written Questions to the European Commissioner for Transport,
- organising meetings with the European Commission,
- organising round tables,
- requesting action on the part of the European Anti-fraud Office (OLAF), the European Court of Auditors
and the European Ombudsman,
- visiting the work sites in Italy and France,
- meeting with local institutions in Italy and France,
- organizing an additional information session for all MEPs,
- meeting with the MEPs of all Member States geographically not concerned by the project,
- meeting with the national parliaments’ MEPs of Italy and France,
- examination of the project by the Economic Commissions of the EU Parliament,
- emitting common Media releases.

The Member States Italy and France are counting on obtaining the biggest slice of funds for the Lyon-Turin.
The first task for our “force de frappe” is to thwart their assignment.
Given the upcoming deadline for European funds we propose a preliminary list of measures that should be taken in the following weeks.
1. – Confirmation of the financial situation in progress for the TEN-T – Decision C(2013)1376 of 5 March 2013 through the following:
· Before the end of October 2014: Presenting Written Questions to the EC on the conclusion of the work in Chiomonte and Saint Martin la Porte as it relates to the deadlines for European funding (content of the Written Questions prepared by PresidioEuropa – Coordinations des Opposants au Lyon
Turin),
· Before the end of October 2014: Requesting documentation to the EC related to the financial statements for the funds already granted for LTF to France and Italy by the European Commission (content of the request prepared by PresidioEuropa – Coordinations des Opposants au Lyon Turin),
· Before mid-December 2014: Carrying out two-day on-site visits to the LTF work sites in Chiomonte and Saint Martin la Porte by a delegation of MEPs with the aim of verifying the actual progress of the work (technical support provided by PresidioEuropa – Coordinations des Opposants au Lyon Turin).
2. – Information for other MEPs through:
· Before mid-November 2014: Providing an informative brochure (de en fr it) addressed to all MEPs (content prepared by PresidioEuropa – Coordinations des Opposants au Lyon Turin),
· On-going: Ensuring dialogue with MEPs from other political groups in the Transport Committee (technical support provided by PresidioEuropa – Coordinations des Opposants au Lyon Turin),
· Before the end of January 2015: Organising a round table between project promoters and opponents (technical support provided by PresidioEuropa – Coordinations des Opposants au Lyon Turin).
3. – Conduct hearings before 15 February 2015 with:
· Transport and Tourism Committee,
· Petitions Committee.

Chers amis,
nous désirons vous remercier pour l’accueil que vous nous avez réservé le 14 octobre 2014 à Bruxelles et le soutien matériel pour la réalisation de cet événement.
Notre rencontre a été largement médiatisée au niveau européen en raison du fort message de Michel Cramer, Président de la Commission transports du Parlement Européen, de votre écoute et de votre volonté déclarée de coopération entre les citoyens et les élus que nous avons relayé à nos contacts presse par le biais de nombreux communiqués.
Nous avons décidé ensemble que ce collectif agira à travers d’un mécanisme de décisions nourries par l’échange de documents, de conférences et de réunions via Skype et des rencontres au Parlement européen ou en région.
Nous voudrions appeler le collectif “Lyon-Turin Citizens/MEPs Initiative” (LTCMI) et nous pensons qu’il serait approprié que l’acronyme LTCMI précède chaque message de manière à être rapidement identifiable parmi les autres.
Les promoteurs politiques et industriels du Lyon Turin ont compris que tout n’a pas déjà été décidé, comme ils le proclament depuis des années, qu’il s’agisse du cofinancement de 40%, des conditions économiques et financières périclitantes de l’Union européenne et des Etats membres ou encore de la faisabilité économique et financière de ce projet.
Afin de faciliter le dialogue et les décisions, nous encourageons l’utilisation de la communication circulaire parmi ceux et celles qui ont rendu possible la réunion du 14 octobre 2014 a Bruxelles.
Sans que cette liste soit exhaustive, car nous souhaitons la compléter ensemble, nous croyons que les activités de notre groupe de travail, “Lyon-Turin Citizens/MEPs Initiative” peuvent être:
- Définition d’une stratégie d’action politique contre le Lyon-Turin,
- Acquisition d’une information complète et réciproque par rapport au projet Lyon-Turin,
- Audition par la Commission des transports et tourisme du Parlement européen,
- Audition par la Commission des pétitions du Parlement européen,
- Questions écrites au Commissaire européen chargé des transports,
- Réunions avec la Commission européenne,
- Tables rondes,
- Divulgation des irrégularités à l’OLAF, à la Cour des comptes et au Médiateur européen,
- Visite des chantiers en Italie et en France,
- Rencontres avec les institutions locales en Italie et en France,
- Organisation d’une autre réunion d’information au Parlement européen ouverte à tous les députés,
- Mise en contact avec les MEPs de tous les pays géographiquement extérieurs au projet,
- Mise en contact avec les parlementaires nationaux français et italiens,
- Prise en compte du projet par les commissions économiques du parlement,
- Communiqués de presse communs,
Avant le 26 Février 2015 les Etats Membres devront envoyer leurs demandes pour l’attribution de nouveaux fonds CEF Transport. http://inea.ec.europa.eu/en/cef/cef_transport/apply_for_funding/cef_transport_call_for_proposals_2014.htm
Le Etats Membres Italie et la France cherchent à se obtenir la plus grosse part pour le Lyon-Turin.
La première tâche de notre “force de frappe” est de contrer cette allocation de contribution et de stopper le creusement prévu en France en abus de droit.
Compte tenu de l’expiration prochaine de la demande de fonds européens, nous vous proposons une première liste d’actions à mettre en oeuvre dans les prochaines semaines.
1. – Vérification de l’état du financement RTE-T en cours – Décision C(2013)1376 du 5 Mars 2013 :
· Avant la fin d’Octobre 2014: présentation de Questions Ecrites à la CE sur l’achèvement des travaux à Chiomonte et le début des travaux à Saint Martin la Porte par rapport à l’expiration de la contribution européenne (contenu des questions écrites aux soins de PresidioEuropa – Coordination des Opposants au Lyon Turin),
· Avant la fin d’Octobre 2014: demande à la CE de la documentation attestant la déclaration des contributions déjà versées à LTF, en Italie et en France (contenu de la demande préparé aux soins de PresidioEuropa – Coordination des Opposants au Lyon Turin),
· Avant la mi-Décembre 2014: organiser une visite de 2 jours d’une délégation de MEPs au chantier de LTF à Chiomonte et à Saint Martin de la Porte, visant à vérifier l’état d’avancement réel des travaux
(soutien technique aux soins de PresidioEuropa – Coordination des Opposants au Lyon Turin).
2. – Informations vers d’autres MEPs :
· Avant la mi-Novembre 2014: préparation d’une brochure d’information (de en fr it) à envoyer à tous les MEPs (contenu est préparé par PresidioEuropa – Coordination des Opposants au Lyon Turin),
· en continu: dialogue avec les MEPs des autres groupes politiques dans la Commission des transports et les coordinateurs transports des différents Groupes (support technique aux soins PresidioEuropa -Coordination des Opposants au Lyon Turin),
· Avant la fin de Janvier 2015 : l’organisation de comparaison technique table ronde entre les promoteurs et les Opposants (support technique aux soins de PresidioEuropa – Coordinations des Opposants au Lyon Turin).

Cari amici,
desideriamo ringraziarvi per l’accoglienza che ci avete riservato martedì 14 ottobre 2014 a Bruxelles ed il sostegno materiale per la realizzazione di questo incontro.
Il nostro incontro ha avuto vasta eco a livello europeo grazie al forte messaggio del Presidente della Commissione trasporti Michel Cramer e al vostro dichiarato impegno di ascolto e cooperazione tra cittadini elettori ed eletti che è stato reso pubblico attraverso numerosi comunicati stampa.
Abbiamo deciso insieme che questo collettivo agirà attraverso un meccanismo di decisioni che sarà aiutato dallo scambio di documenti, da conferenze Skype ed incontri nel Parlamento europeo e altrove.
Vorremmo chiamare il collettivo “Lyon-Turin Citizens/MEPs Initiative” (LTCMI) e pensiamo sia opportuno che l’acronimo LTCMI preceda ogni messaggio, in modo tale da essere immediatamente rilevabile tra quelli che ognuno di noi riceve.
I promotori politici ed industriali della Torino-Lione hanno capito che non tutto è già stato deciso, come da anni vanno dicendo, sia con riferimento al co-finanziamento del 40% che delle periclitanti condizioni economiche e finanziarie dell’UE e degli Stati membri o ancora alla fattibilità economica e finanziaria di questo progetto.
Per facilitare il dialogo e le decisioni, incitiamo tutti ad utilizzare la comunicazione circolare tra coloro che hanno reso possibile l’incontro del 14 ottobre 2014 a Bruxelles.
Senza l’ambizione di considerare questo un elenco esaustivo, che vorremmo invece completare insieme a voi, riteniamo che le attività del nostro gruppo di lavoro “Lyon-Turin Citizens/MEPs Initiative” possano essere:
- Definizione di una strategia di azione politica contro la Torino-Lione,
- Acquisizione di informazioni esaustive e reciproche relativamente al progetto Torino-Lione,
- Audizione presso la Commissione trasporti del Parlamento europeo,
- Audizione presso la Commissione delle Petizioni del Parlamento europeo,
- Interrogazioni scritte al Commissario europeo ai Trasporti,
- Incontri con la Commissione europea,
- Tavole rotonde,
- Divulgazione delle irregolarità all’OLAF, alla Corte dei Conti e al Mediatore europeo,
- Visita dei cantieri in Italia e Francia,
- Incontri con le istituzioni locali in Italia e Francia,
- Organizzazione di un altro incontro informativo nel Parlamento europeo aperto a tutti i MEPs,
- Contatti con i MEPs di tutti gli Stati membri non interessati geograficamente dal progetto,
- Contatti con i parlamentari nazionali italiani e francesi,
- Esame del progetto da parte delle Commissioni economiche del Parlamento europeo,
- Comunicati stampa comuni,

Gli Stati Membri Italia e Francia puntano a ritagliarsi la fetta più grande per la Torino-Lione.
Il primo compito della nostra “force de frappe” è quello di contrastare questa assegnazione di contributo.
Data la prossima scadenza della richiesta dei fondi europei, Vi proponiamo un primo elenco di azioni da attuare nelle prossime settimane.
1. – Verifica sulla situazione del finanziamento TEN-T in corso – Decisione C(2013)1376 del 5 marzo 2013:
· entro fine ottobre 2014: presentazione di interrogazioni scritte alla CE sul termine dei lavori a Chiomonte, a Saint Martin la Porte rispetto alla scadenza del contributo europeo (contenuto delle interrogazioni scritte predisposto a cura di PresidioEuropa – Coordination des Opposants à la Lyon Turin),
· entro fine ottobre 2014: richiesta alla CE della documentazione attestante la rendicontazione dei contributi già erogati per LTF a Italia e Francia (contenuto della richiesta predisposto a cura di PresidioEuropa – Coordination des Opposants au Lyon Turin),
· entro metà dicembre 2014: organizzazione di un sopralluogo di 2 giorni di una delegazione di MEPs presso i cantieri LTF di Chiomonte finalizzata a verificare il reale stato di avanzamento dei lavori (supporto tecnico a cura di PresidioEuropa – Coordination des Opposants au Lyon Turin).
2. – Informazione presso altri MEPs:
· entro metà novembre 2014: produzione di un pieghevole informativo (de en fr it) da indirizzare a tutti i MEPs (contenuto predisposto a cura di PresidioEuropa – Coordination des Opposants au Lyon Turin),
· con continuità: interlocuzione con MEPs di altri gruppi politici in Commissione Trasporti e con i coordinatori dei trasporti dei vari Gruppi (supporto tecnico a cura di PresidioEuropa – Coordination des Opposants au Lyon Turin),
· entro fine gennaio 2015: organizzazione di una tavola rotonda di confronto tra promotori e oppositori (supporto tecnico a cura di PresidioEuropa – Coordination des Opposants au Lyon Turin).
3. – Audizioni entro 15 febbraio 2015:
· Commissione TRAN,
· Commissione PETI,
· Commissione ECON.
