Mr Walter Goetz, Head of Cabinet of Commissioner Adina Vălean, thanks you for your email of 8 April 2020. He has asked me to answer on his behalf.
I can confirm that the extension of the Grant Agreement for CEF Action 2014-EU-TM-0401-M (Lyon-Turin base tunnel) was agreed on 17 April 2020. The project’s implementation is extended until 31 December 2022, following a request by the French and Italian Governments, beneficiaries of the Action, submitted to INEA on 30 September 2019.
The European Commission fully supports the extension of the grant. The Lyon-Turin project is a major missing link of the Mediterranean Core Network Corridor. It is also a cross-border transport infrastructure project, which will play a major role for modal shift in highly environmentally sensitive areas.
I would like to highlight that the extension granted should by no means be considered as an exception. The European Commission and INEA provide an equal treatment to all CEF co-funded projects, in absolutely no discriminatory way.
I can assure you that both the European Commission and INEA are well aware of the scale of the crisis we are currently going through. This further strengthens our motivation to ensure that all EU funding managed by the Agency is used in strict compliance with the rules and procedures, in order to contribute as effectively as possible to the achievement of the trans-European transport network and, in this way, to the recovery of the economy.

Posso confermare che la proroga dell’accordo di sovvenzione per l’azione CEF 2014-EU-TM-0401-M (tunnel di base Lione-Torino) è stata concordata il 17 aprile 2020. La realizzazione del progetto è prorogata fino al 31 dicembre 2022, a seguito di una richiesta dei Governi francese e italiano, beneficiari dell’Azione, presentata all’INEA il 30 settembre 2019.
La Commissione Europea sostiene pienamente l’estensione della sovvenzione. Il progetto Lione-Torino è un importante anello mancante del Corridoio della rete centrale del Mediterraneo. È anche un progetto di infrastruttura di trasporto transfrontaliero, che svolgerà un ruolo importante per il trasferimento modale in aree altamente sensibili dal punto di vista ambientale.
Vorrei sottolineare che l’estensione concessa non deve assolutamente essere considerata un’eccezione. La Commissione Europea e INEA garantiscono un trattamento equo a tutti i progetti cofinanziati dal CEF, in modo assolutamente non discriminatorio.
Posso assicurarvi che sia la Commissione Europea che INEA sono ben consapevoli della portata della crisi che stiamo attraversando. Ciò rafforza ulteriormente la nostra motivazione a garantire che tutti i finanziamenti UE gestiti dall’Agenzia siano utilizzati nel rigoroso rispetto delle regole e delle procedure, al fine di contribuire nel modo più efficace possibile alla realizzazione della rete transeuropea dei trasporti e, in questo modo, alla ripresa dell’economia.
