Questa Tabella contiene l’ultimo Aggiornamento della ripartizione indicativa dei costi ammissibili stimati dell’Azione 2014-EU-TM-0401-M (€) per il periodo 2014-2024 : Update of the indicative breakdown of estimated eligible costs of the Action 2014-EU-TM-0401-M (€), e contiene anche la Tabella Dettaglio dei costi sostenuti da TELT per tutte le 33 Attività descritte nel Grant Agreement fino al 31 dicembre 2022 (nota: ASR – Action Status Report).

Occorre notare che CINEA ha integrato le iniziali 33 Attività con tre nuove contenute nell’ultima edizione del Grant Agreement scadente il 29 febbraio 2024, c.s. :

Nel Grant Agreement si legge che queste tre attività sono state realizzate nel 2023.
La lettura della descrizione delle 36 Activity, contenuta nell’ultima proroga al 29 febbraio 2024 del Grant Agreement (pagine 7-30) e la descrizione delle 268 Milestones/Scadenze (pagine 31-42), contribuisce a comprenere la cronologia e la qunatità dei lavori eseguiti.
Per l’anno 2024 i costi da sostenere indicati nelle pagine finali del Grant Agreement ammontano a € 25.384.100 e sono riferiti all’Attività 23 – Modane e Maddalena o.w. 5, finanziata al 40% dal CEF per € 10.153.640. (o.w. = operational worksite)

I would like to thank you for your message. My understanding is that you are in a frequent contact with CINEA colleagues, in the context of the “access to documents” procedure concerning the grant in question.
CINEA provided you with several answers concerning the difference between the actual cost of the project based on 2023 figures (Action Status Report 2023) and the reference amount provided in the grant agreement dating from 2014.
The exact budget deviations will be known when the project promoter will submit the final report. It is due within 12 months from the end date of the Grant Agreement.
The cost overrun does not put into question the legality of the eligible costs under the EU Grant Agreement, and anyway the amount of the EU grant is limited to its initial amount.

vorrei ringraziarvi per il vostro messaggio. Mi risulta che voi siate in frequente contatto con i colleghi di CINEA, nell’ambito della procedura di “accesso ai documenti” relativa alla sovvenzione in questione.
CINEA vi ha fornito diverse risposte in merito alla differenza tra il costo effettivo del progetto basato sulle cifre del 2023 (Action Status Report 2023) e l’importo di riferimento fornito nella convenzione di sovvenzione del 2014.
Gli esatti scostamenti di budget saranno noti quando il promotore del progetto presenterà la relazione finale. Tale relazione dovrà essere presentata entro 12 mesi dalla data di scadenza dell’Accordo di sovvenzione.
Il superamento dei costi non mette in discussione la legalità dei costi ammissibili ai sensi dell’Accordo di sovvenzione dell’UE, e comunque l’importo della sovvenzione dell’UE è limitato all’importo iniziale.

We have received the attached documents from CINEA Access to Documents but, despite careful examination, we are unable to understand one aspect that we feel is essential.
In the attached document called “The updated of the indicative breakdown of estimated eligible costs of the Action 2014-EU-TM-0401-M (€) from 2014 to 2024″, appears a difference of EUR 488,768,419.25 resulting:
- between EUR 2,403,823,169.25, an amount defined by CINEA B3 as the “total costs as calculated by the beneficiary and included in the ASR”. This is intended to reflect the actual costs, independently from the budget table included in the Grant Agreement.
- and the amount of EUR 1,915,054,750 referred to in the Gran Agreement as the “the reimbursement of the eligible costs of the Action”.
We wonder whether this difference represents costs borne by TELT from its own funds, which consequently cannot be reimbursed by the European Commission in the percentages stipulated in Article 3 of the Grant Agreement in effect until February 29, 2024 until February 29, 2024.
We look forward to hearing your opinion on our hypothesis and the legality of TELT (beneficiary of CEF funds) spending 25,5 % more than the eligible costs itself had programmed.

Nel documento allegato denominato “Aggiornamento della ripartizione indicativa dei costi ammissibili stimati dell’Azione 2014-EU-TM-0401-M (€) dal 2014 al 2024”, compare una differenza di 488.768.419,25 euro risultante:
- tra 2.403.823.169,25 euro, importo definito dal CINEA B3 come “costi totali calcolati dal beneficiario e inclusi nell’ASR”. Tale importo riflette i costi effettivi, indipendentemente dalla tabella di bilancio inclusa nella Convenzione di sovvenzione.
- e l’importo di 1.915.054.750 euro indicato nel Gran Agreement come “il rimborso dei costi ammissibili dell’Azione”.
Ci chiediamo se questa differenza rappresenti costi sostenuti da TELT con fondi propri, che di conseguenza non possono essere rimborsati dalla Commissione Europea nelle percentuali stabilite dall’Articolo 3 del Grant Agreement in vigore fino al 29 febbraio 2024.
Siamo in attesa di conoscere il vostro parere sulla nostra ipotesi e sulla legalità del fatto che TELT (beneficiario dei fondi CEF) abbia speso il 25,5% in più dei costi ammissibili che aveva programmato.

In your email of 18/04/2024 you requested ”The origin and nature of the difference between the following two amounts: the eligible costs of €1,915,054,750 […] and the total amount of “Current ASR” of €2,403,823,169.25”.
As stated in our email of 26/03/2024, the amount of € 2.403.823.169,25 refers to the updated total costs as calculated by the beneficiary and included in the ASR. This is intended to reflect the actual costs, independently from the budget tables included in the Grant Agreement.
As you already received the ASR budget table of 2023 (“Budget table_ASR_Redacted file”), you may also appreciate under which activities underspending or overspending occurred.
On the exact reasons of these budget deviations, we cannot provide you with further information, because these will be formally communicated to CINEA only with the final report, which is due within 12 months from the end date of the Grant Agreement.

L’obiettivo è quello di riflettere i costi effettivi, indipendentemente dalle tabelle di bilancio incluse nella Convenzione di sovvenzione.
Poiché avete già ricevuto la tabella di bilancio dell’ASR del 2023 (file “Tabella di bilancio_ASR_Redatta”), potete anche capire in quali attività si sono verificate le spese inferiori o superiori rispetto a quanto indicato nel Grant Agreement (N.d.T.).

Subsequently, in an email dated Thursday 28 March 2024 17:50, we asked some questions, but the response we received from Marie-Christine Haube , dated Tuesday 26 March 2024 11:22, did not explain the difference between the two amounts below.
Today, 10 April 10 2024, we receive an invitation signed CINEA B3 asking us to send you directly our original question:

TABELLA contenente l’Analisi comparata dei Costi sostenuti da TELT per il progetto Torino-Lione fino al 31.12.2023 accettati da CINEA verso i preventivi indicati nel Grant Agreement
La tabella indica un importo totale di costi pari a 2,403 miliardi di € (ossia un importo superiore di € 488,76 milioni rispetto al preventivo indicato nel Grant Agreement definito nella lettera CINEA come “costi totali aggiornati calcolati dal beneficiario (TELT, N.d.T.) e inclusi nell’ASR. L’obiettivo è quello di riflettere i costi effettivi, indipendentemente dalle tabelle di bilancio incluse nel Grant Agreement.
E’ interessante notare che già alla fine del 2023 i costi totali ammontavano a € 2.145.865.652,28, un importo superiore del 12,1% (€ 230.810.903,22) ai costi ammissibili di € 1.915.054.750 indicati nel Grant Agreement originale del 2015.
