3° Forum contro le Grandi Opere Inutili e Imposte
I movimenti di resistenza contro le Grandi Opere Inutili e Imposte si sono riuniti a Stoccarda dal 25 al 29 luglio 2013 in occasione del 3° Forum.
I partecipanti ribadiscono le risoluzioni delle precedenti dichiarazioni, e cioè:
- La Carta di Hendaye del 2010,
- La risoluzione finale del 2° Forum 2012 a Notre-Dame-des-Landes,
- La risoluzione finale del Forum Sociale Europeo 2012 a Firenze,
- La Carta di Tunisi, elaborata durante il Forum Sociale Mondiale del marzo 2013 a Tunisi.
Nel corso dei loro scambi i partecipanti hanno capito che dappertutto ci sono gli stessi protagonisti, gli stessi metodi, la stessa inutilità pubblica, la stessa repressione, lo stesso spreco del denaro pubblico a favore di una minoranza, gli stessi deficit pubblici, lo stesso soffocamento del dibattito democratico e gli stessi scempi ambientali.
Secondo il parere di questi movimenti, questi grandi progetti contribuiscono alla formazione di una nuova bolla finanziaria. I “Project Bonds” sostenuti dall`UE faranno indebitare ancora di più i paesi che li utilizzano. Allo stesso tempo provocano un circolo vizioso che distrugge le economie e le strutture sociali.
Considerando che la popolazione soffre, che le condizioni di vita sono sempre più precarie e che ci vengono chiesti sempre più sacrifici, questi progetti suscitano indignazione.
Fermare questi Grandi Progetti non è solo questione di ragione, ma anche di etica.
I partecipanti del Forum di Stoccarda contro le Grandi Opere Inutili e Imposte hanno dimostrato di conoscere molto bene sia i progetti stessi sia i meccanismi della loro imposizione.
Hanno constatato che la loro resistenza è dappertutto legittima perché si basa sui seguenti principi: rispetto per l´ambiente, valutazione precisa dei rischi attraverso un´analisi approfondita degli eccessi finanziari e politici , nonché rispetto delle priorità e dei bisogni.
Questa legittimità induce i partecipanti a rafforzare le loro azioni comuni e a utilizzare i mezzi necessari per portare avanti il movimento internazionale contro le Grandi Opere inutili e Imposte a prescindere dalle loro caratteristiche.
In questo contesto hanno deciso di istituire una rete permanente affinché i movimenti di resistenza possano rimanere in contatto tra di loro e coordinarsi.
Sarà creata una rete di esperti capaci di offrire consulenza tecnica e specialistica per rendere possibile l´accesso a tutte le informazioni ed analisi.
È stato deciso di rafforzare i legami tra i vari movimenti di resistenza sia a livello nazionale che internazionale, coinvolgendo anche movimenti di altri continenti.
Si impegnano a partecipare alle discussioni sulle prossime elezioni europee.
Chiedono ai movimenti di resistenza, alla classe politica e alla società civile di rispettare da subito la Convenzione Europea dei diritti umani e di chiedere la firma del regolamento di attuazione del Trattato di Aarhus.
È stato deciso che i movimenti si incontreranno di nuovo in occasione del 4° Forum contro le Grandi Opere Inutili e Imposte che avrà luogo a Roşia Montană, Romania dal 1° al 4 maggio 2014.
Tutti i movimenti di resistenza sono invitati a partecipare a questo Forum per scambiare le proprie esperienze e per ispirarsi agli altri movimenti, cosicché potrà crescere la resistenza contro gli “Elefanti bianchi”, diventato il nuovo simbolo comune di tutti i movimenti che portano avanti questa lotta.

3. Forum gegen unnütze und aufgezwungene Großprojekte
Die Widerstandsbewegungen gegen unnütze und aufgezwungene Großprojekte haben sich anlässlich des dritten Forums vom 25.-29. Juli 2013 in Stuttgart versammelt.
Die Teilnehmer wiederholen die Beschlüsse der vorherigen Erklärungen, und zwar:
- Charta von Hendaye von 2010,
- Abschlusserklärung des zweiten Forums 2012 in Notre-Dame-des-Landes,
- Abschlusserklärung des europäischen Sozialforums 2012 in Florenz,
- Charta von Tunis, die auf dem Weltsozialforum vom März 2013 in Tunis erarbeitet wurde.
Im Zuge der Austausche wurde festgestellt, dass überall die gleichen Akteure, die gleichen Methoden, die gleiche Nutzlosigkeit für die Öffentlichkeit, die gleiche Unterdrückung, die gleiche Verschwendung von öffentlichen Geldern zugunsten einer Minderheit, die gleichen öffentlichen Defizite, die gleiche Unterbindung der demokratischen Debatte und die gleichen Umweltzerstörungen zu finden sind.
Laut diesen Bewegungen tragen diese Großprojekte zur Bildung einer neuen Finanzblase bei. Die von der EU geförderten „Project Bonds“ schaffen neue Schulden für die Länder, die sie nutzen. Gleichzeitig lösen sie einen Teufelskreis aus, der die Volkswirtschaften und die sozialen Strukturen zerstört.
Angesichts des Leidens der Bevölkerung, der prekären Lebensverhältnisse und der immer größer werdenden Opfer, die erbracht werden müssen, sind diese Projekte besonders empörend.
Diese Großprojekte zu stoppen ist nicht nur eine Frage der Vernunft, sondern auch des Anstands.
Die Teilnehmer des Stuttgarter Forums gegen unnütze und aufgezwungene Großprojekte haben gezeigt, dass sie über fundierte Kenntnisse sowohl über die Projekte als auch über die Mechanismen zu deren Durchsetzung verfügen.
Sie haben festgestellt, dass ihr Widerstand überall legitim ist, da er auf folgenden Dingen beruht: Rücksicht auf die Umwelt, genaue Risikoeinschätzung durch eine gründliche Analyse der finanziellen und politischen Ausuferungen und Berücksichtigung der Prioritäten und Bedürfnisse.
Diese Legitimität führt dazu, dass die Teilnehmer ihre gemeinsamen Aktionen verstärken und die notwendigen Mittel einsetzen, um die internationale Bewegung gegen unnütze und aufgezwungene Großprojekte zu fördern, unabhängig von ihrer Beschaffenheit.
In diesem Zusammenhang haben sie beschlossen, ein dauerhaftes Netzwerk einzurichten, damit die Widerstandsbewegungen untereinander in Kontakt bleiben und sich koordinieren können.
Es soll ein Netzwerk von Fachleuten geschaffen werden, die in der Lage sind, technische und fachliche Unterstützung zu bieten, um so einen Zugang zu allen Informationen und Analysen zu ermöglichen.
Es wurde beschlossen, die Verbindungen zwischen den unterschiedlichen Widerstandsbewegungen, sei es auf nationaler oder internationaler Ebene, zu stärken, indem auch Bewegungen aus anderen Kontinenten einbezogen werden.
Sie verpflichten sich, an den Debatten zu den nächsten Europawahlen teilzunehmen.
Sie fordern die Widerstandsbewegungen, die politischen Kreise und die Zivilgesellschaft dazu auf, die Verfügungen der Europäischen Menschenrechtskonvention ab sofort einzuhalten und die Unterschrift der Durchführungsverordnung des Übereinkommens von Aarhus zu verlangen.
Entschieden wurde, dass die Bewegungen sich auf einem vierten Forum gegen unnütze und aufgezwungene Großprojekte vom 1. bis 4. Mai 2014 in Roşia Montană, Rumänien treffen werden.
Alle Widerstandsbewegungen sind dazu eingeladen an diesem Forum teilzunehmen, um ihre Erfahrungen auszutauschen und von der Erlebnissen der anderen Bewegungen zu lernen und so den Widerstand gegen die „Weißen Elefanten“ – das neue gemeinsame Symbol aller Widerstandsbewegungen – an allen Fronten schneller auszuweiten.

3rd Forum against Unnecessary Imposed Mega Projects
The movements against Unnecessary Imposed Mega Projects met in Stuttgart during the 3rd European Forum from July 25 to 29, 2013.
The participants re-stated the claims of prior declarations:
- The 2010 Hendaye Charter,
- The final declaration of the 2nd Forum of Notre-Dame-Des-Landes in 2012,
- The final declaration of the European Social Forum in Florence in 2012,
- The Tunis Charter drafted during the World Social Forum in Tunis in March 2013.
During the discussions they identified at international level the same players, the same methods, the same uselessness for the public, the same repression, the same waste of public money in the interest of the few, the same future public debts, the same prevention of democratic debate and the same environmental devastation without any interest for the public.
They state that these mega-projects are contributing to the creation of a new financial bubble. The “project bonds” promoted by the EU create debt for the countries which use them. Furthermore, they set a vicious circle in motion which destroys economies and social structures.
At a time when the people are suffering, are affected by unemployment and poverty, and are called on to make increasingly great sacrifices, these projects are particularly appalling.
Putting an end to unnecessary mega-projects is therefore a common-sense measure, but also the right thing to do.
The participants of the Stuttgart Forum Against Unnecessary Imposed Mega-Projects demonstrated their in-depth knowledge of not only these projects but also the unnecessary mechanisms used to impose them.
They noted that their opposition is legitimate in all instances, since it is founded on a respect for the environment, a real understanding of risks through in-depth analyses of political and financial machinations, and a true acknowledgment of priorities and needs.
This legitimacy encourages the participants to intensify their joint action and implement the resources required to promote the international Movement against Unnecessary Imposed Mega-Projects of any kind.
Within this context, they have decided to implement a permanent contact structure to coordinate opposition movements.
They plan to set up a network of experts able to provide technical and specialist support, thereby improving access to information and analyses.
They have decided to strengthen links between the various opposition movements at national and international level, including those from other continents.
They assert that they will be involved in the debates during the next European elections
They call on all opposition movements, the entire political body and civil society to ensure all provisions of the European Convention on Human Rights are complied with. They call for the signing of the Implementation decrees of the Aarhus Convention.
As of today, they have decided to meet again for a 4th Forum Against Unnecessary Imposed Mega Projects in 2014 in Roşia Montană, Romania from 1st to 4th of May.
They invite all opposition movements to take part in this next forum to share their experiences, draw lessons from others, and foster opposition on all fronts as quickly as possible against “White elephants”, which have become the shared symbol of these struggles.

3ème Forum contre les Grands Projets Inutiles et Imposés
Les mouvements d’opposition aux Grands Projets Inutiles et Imposés se sont réunis à Stuttgart lors du 3e Forum du 25 au 29 juillet 2013.
Les participants réaffirment les termes de leurs précédentes déclarations :
- La charte d’Hendaye en 2010,
- La déclaration finale du 2e Forum à Notre-Dame-des-Landes en 2012,
- La déclaration finale du Forum Social Européen à Florence en 2012,
- La charte de Tunis élaborée lors du Forum Mondial de Tunis en mars 2013.
Lors de leurs échanges, ils ont identifié au niveau international les mêmes acteurs, les mêmes méthodes, la même inutilité publique, les mêmes répressions, le même gaspillage d’argent public dans l’intérêt de quelques-uns, les mêmes déficits publics, la même confiscation du débat démocratique et les mêmes dévastations environnementales.
Ils affirment que ces mégaprojets participent à la création d’une nouvelle bulle financière. Les «Project bonds» promus par l’UE créent de la dette pour les pays qui les utilisent. En même temps, ils mettent en marche un cercle vicieux qui détruit les économies et les structures sociales.
Au moment où les populations souffrent, connaissent la précarité et sont appelées à des efforts chaque jour plus importants, ces projets sont particulièrement révoltants.
L’arrêt des grands projets inutiles est donc une mesure de bon sens mais aussi de décence.
Les participants au Forum de Stuttgart contre les Grands Projets Inutiles et Imposés ont pu montrer leur connaissance approfondie non seulement des projets mais également des mécanismes utilisés pour les imposer.
Ils ont pu constater que, partout, leur opposition est légitime, car fondée sur le respect de l’environnement, sur de véritables appréciations du risque par l’analyse approfondie des dérives financières et politiques, sur de véritables prises en compte des priorités et des besoins.
Cette légitimité conduit les participants à intensifier leurs actions conjointes et à mettre en œuvre les moyens nécessaires pour développer le mouvement international contre les Grands Projets Inutiles et Imposés, quelle que soit leur nature.
C’est dans ces conditions qu’ils ont décidé de mettre en place une structure de contact permanente pour que les mouvements en lutte se coordonnent entre eux.
Il est prévu de créer un réseau d’experts capables d’apporter un soutien technique et spécialisé pour ainsi permettre l’accessibilité à des informations et des analyses.
Ils décident de renforcer les liens entre les différents mouvements d’opposition, au niveau national et international, en incluant ceux d’autres continents.
Ils déclarent qu’ils seront présents dans les débats pour les prochaines élections européennes.
Ils appellent dès aujourd’hui les mouvements d’opposition, l’ensemble de la classe politique et de la société civile à faire respecter toute les dispositions de la Convention Européenne des Droits de l’Homme ; de même, ils appellent à exiger la signature des Décrets d’application de la Convention d’Aarhus.
Dès maintenant ils ont décidé de se retrouver pour un 4ème Forum contre les Projets Inutiles et Imposés qui aura lieu à Roşia Montană, Roumanie du 1er au 4 mai 2014.
Ils invitent tous les mouvements d’opposition à rejoindre dès maintenant ce forum pour partager leurs expériences, s’alimenter de celles des autres mouvements et étendre plus rapidement l’opposition sur tous les fronts contre les «Eléphants blancs», devenus le symbole commun de ces luttes.
