will enter the European Parliament in Strasbourg to present
the Judgment of the Permanent Peoples’ Tribunal
“Fundamental Rights, Participation of local Communities and Mega Projects”
to the European Institutions
From the Lyon-Turin high-speed rail to the global reality
This judgement condemned the European Union, Italy and France for violating citizens’ fundamental rights in the cases of many Unnecessary and Imposed Mega Projects (UIMP)
We strongly demand that this judgement, made by an independent court, should be responded to and that Governments should stop their repeated violations of civil rights and enormous environmental damage

This meeting is the outcome of a decision taken by the Assembly of the 6th Forum against Unnecessary and Imposed Mega Projects (UIMP) on the 17th July 2016 at Bayonne (France). Final Declaration of the 6th Forum against Unnecessary and Imposed Mega Projects
Since the Charter of Hendaye in January 2010, the links between groups campaigning against Unnecessary and Imposed Mega Projects (UIMP) have strengthened and expanded to new movements. An annual Forum of all these groups has been held since 2011 as a way to exchange information and to organise joint action.
The 6th Forum in Bayonne (15th – 17th July 2016) likewise gave us the opportunity to talk over what is unique to each situation as well as to share our common experiences. This is the basis upon which we have built and strengthened solidarity between the groups.
This year the Forum was particularly influenced by the Climate Summit in Paris (COP 21) and the urgent need to halt global warming but additionally the democratic crises, the intensification of social conflicts, and the dreadful situation of the refugees, were significant influences.
There were opportunities to discuss each of our separate approaches and activities in a series of plenary meetings, workshops and discussions.
Additionally, we strengthened the integration of the broader movement in the push towards an ecological and democratic society.
During the Forum some activists expressed their engagement through performances around the theme of Unnecessary, Imposed Mega Projects in a different manner.
Following the summary of the main issues for each of the opposition groups that were represented, the various lectures and workshops concentrated on:
- the impact of the movement against UIMP in the ecological and climate struggle,
- the concept of public interest,
- the unity and commonalities of the opposition,
- exploitation (blackmail) in the work place
- forms of non-violent action,
- the inconsistencies of public decisions following COP21,
- the deceitful nature of the compensation system for ecological damage,
- under the cloak of legality, increased repression and disregard of democracy and the legitimacy not only of exposing lies and Mafia methods but also of increasing protests and opposition and new forms of democratic engagement.
Our united resistance will be demonstrated at a variety of upcoming events in particular:
- on 8th October 2016 the day of opposition in Notre-Dame-des-Landes,
- on 26th October 2016 in Strasbourg at the presentation of the Judgement of the Permanent Peoples’ Tribunal to European institutions including the European Parliament. It condemned the EU, in relation to France and Italy, for the violation of fundamental human rights through many Unnecessary and Imposed Mega Project cases,
- the annual mid-December joint day of action against UIMP, using the logo of the white elephant. Every opposition group will organise a local event (demonstrations, public meetings, discussions, leaflets, bonfires),
We will continue to strengthen our solidarity at the next Forum and in the intervening period, through taking part in joint demonstrations.
Finally, we renew our support for the opposition to the underground dumping of atomic waste in Bure, and for the international movement that is experiencing particularly fierce repression.
Abschlusserklärung des 6. Forums gegen unnütze aufgezwungene Großprojekte
Seit der Charta von Hendaye im Januar 2010 haben sich die Beziehungen zwischen den Gruppen im Kampf gegen unnütze aufgezwungene Großprojekte verstärkt und auf neue Bewegungen ausgedehnt. Seit 2011 wurde jedes Jahr ein Forum als Treffpunkt für den Austausch und für gemeinsames Vorgehen organisiert.
Auch auf dem 6. internationale Forum gegen aufgezwungene unnütze Großprojekte (UIMP, GPII) vom 15. bis 17. Juli 2016 in Bayonne konnten wieder ähnliche und besondere Erfahrungen des Widerstands ausgetauscht und die Verbindungen und die Solidarität untereinander verstärkt werden.
Dieses Jahr war das Forum besonders geprägt vom Pariser Klimagipfel COP 21 und der Dringlichkeit, die Klimaerwärmung aufzuhalten, aber auch von der demokratischen Krise, der Verhärtung sozialer Konflikte und der dramatischen Lage der Flüchtlinge.
Mit abwechselnden Konferenzen, Workshops und Diskussionen gab das Forum Gelegenheit unsere Praxis und unsere Aktionen zu diskutieren und das Zusammenwachsen unseres Widerstands zu stärken, um auf einen Umschwung zu einer ökologischen und demokratischen Gesellschaft hin zu wirken.
Im Verlauf des Forums gingen einige Aktivisten auch in künstlerischer Form mit Musik, Sketchen und kleinen „Störungen“ auf die Problematik der aufgezwungenen unnützen Großprojekte ein.
Nach der erneuten Vorstellung des vertretenen Widerstands setzten die verschiedenen Konferenzen und Ateliers den Schwerpunkt auf:
- die Bedeutung der Bewegung gegen die aufgezwungenen und unnützen Großprojekte für den Erhalt der Umwelt und des Klimas – den Begriff des Gemeinwohls
- Gemeinsamkeit und Wegkreuzungen des Widerstands – die Erpressung mit dem Arbeitsplätzen
- gewaltfreie Aktionen
- die fehlende Konsequenz nach der COP 21
- den perfiden Handel mit der „Kompensation“ umweltschädlicher Übeltaten
- einerseits unter dem Mantel der Legalität – verstärkte Repression und Missachtung von Demokratie – und andererseits die Legitimität – sowohl der Enthüllung von Lügen und mafiösen Methoden als auch des zunehmenden Protests und Widerstands und neuer demokratischer Aktionsformen.
Unser Widerstand wird an demnächst an verschiedenen Terminen seine Einheit demonstrieren, insbesondere:
- am 8. Oktober 2016, dem Widerstandstag in Notre Dame des Landes
- am Mi 26. Oktober 2016 in Straßburg bei der Übergabe des Rechtsspruchs durch das Permanente Tribunal der Völker an die europäischen Institutionen und das Europaparlament mit Verurteilung der EU, Frankreichs und Italiens wegen Missachtung der grundlegenden Bürgerrechte bei zahlreichen Großprojekten.
- am gemeinsamen Aktionstag Mitte Dezember gegen die aufgezwungenen unnützen Großprojekte, an dem, entsprechend dem Logo der weißen Elefanten, jeder Widerstand eine dezentrale Aktion vor Ort organisiert (Demonstration, öffentliche Versammlung, Diskussion, Flugblätter).
Wir werden mit einem nächsten Forum unsere Solidarität erneut bekräftigen, und in der Zwischenzeit bei zentralen Demonstrationen, wo wir uns beteiligen.
Schließlich bekunden wir hiermit erneut unsere Unterstützung für den Widerstand gegen das unterirdische Atommüll-Lager in Bure und für die internationalen Bewegungen, die besonders starker Unterdrückung ausgesetzt sind.
