The European Budget 2021-2027 (MFF) will have to be substantially amended
There are 112 million poor in the European Union
European funding for Lyon-Turin – a Climate Crime and military expenditure of the European Union must be cancelled
WE ARE EUROPEAN CITIZENS and we want to warn the European Institutions and the Italian Government about the risk that wrong policies can cause more damage than the COVID-19 Pandemic itself.
Within a few weeks the Pandemic COVID-19 spread rapidly in Europe and the world, with immediate serious consequences: millions of people became infected and more than hundred thousand died.
But while the number of people infected and deaths decreases, we are witnessing the rapid and violent weakening of economies worldwide and the consequent increase in inequality, unemployment and poverty.
Many scientists and the World Bank affirm the existence of a clear correlation between the Pandemic and Climate Change that is caused by the policies of infinite growth among which the unreturned investments in Mega Projects that devastate the Planet and absorb about 8% of world GDP each year.
The Charter of Tunis, which unites associations and grassroots movements fighting against the construction of Unnecessary Imposed Mega Projects, has indicated in the Mega Projects one of the causes of the ecological disaster with significant negative consequences for humanity.
Neoliberal policies have attributed to the implementation of Mega Infrastructure Projects the role of “ideal instrument” for the growth of the economy and the increase in the well-being of the inhabitants of the Planet.
WE ARE EUROPEAN CITIZENS and for thirty years we have been fighting against the Turin-Lyon, a mega railway project that would cost € 26 billion, imposed on taxpayers in Italy, France and Europe, useless, with no economic return, A TRUE CLIMATE CRIME.
Faced with the social and economic catastrophe generated by the Pandemic, we are almost embarrassed to want to stubbornly defend our struggle, but in the face of the reckless appeals of the promoters of the Mega Projects calling them “the solution” for the post-Pandemic period, we feel the urgency, the responsibility and the obligation to be even more decisive in our opposition.
Lyon-Turin, a Climate Crime, is one of the projects wanted by the European Union to create development and cohesion of the Member States in the TEN-T framework financed by the CEF funds. Actually, these railway line projects threaten the environment with the arrogance of their cost and size, they represent a wrong “development” model and an uneven and ineffective transport system, according to the European Court of Auditors, that does not create well-being and cohesion but social inequalities.
The Lyon-Turin project, a Climate Crime, has been shown to contribute heavily to climate change.
But, despite this dramatic situation, the President of the European Commission Ursula von der Leyen said on April 2nd that “The European budget 2021-2027 is the strongest and most important instrument to respond to the crisis generated by the Pandemic for long-term recovery”.
Hers is a superb and reckless statement: the Multiannual Budget of the European Union (MFF) prepared by the European Commission in 2018 represents the continuation of normality and is the synthesis of the neoliberal policies that have contributed to the general instability of the world economies and Climate Change itself, must be deeply modified.
WE AFFIRM that, in the face of the will for a “return to normality” expressed by the European Commission, “normality is the cause of the problems”, while change and solidarity are the solution.
WE CONDEMN the campaign of the Mega Projects lobbies which claim to set in motion hundreds of sites defined as “the panacea for the relaunch of the European Union’s economy”.
WE REQUEST the approval of a CO2 amendment to the European Climate Law so that, in the spirit of the Paris Agreement, every infrastructure project must be subject to an independent carbon footprint assessment during construction and operation to obtain EU funding.
WE REQUEST the cancellation of the European funding of the Turin-Lyon project, a Climate Crime, a useless project, with no economic return, which takes valuable economic resources away from the budgets of the European Union, Italy and France.
WE REQUEST the creation of a Solidarity Fund financed by the 2021-2027 Budget for the immediate support of the poor citizens, 112 million in the European Union and their number is increasing.
To finance the Solidarity Fund, WE REQUEST the cancellation off the MFF of:
- all CEF investments in transport infrastructures (currently estimated at €33.5 billion) that do not demonstrate a zero-carbon footprint, both under construction and in the long term, and a positive cost-benefit analysis,
- all European Military Expenditures foreseen in about €35 billion.

Le financement européen pour le Lyon Turin – un Crime Climatique et les dépenses militaires de l’Union européenne doivent être annulés
NOUS, CITOYENNES ET CITOYENS EUROPÉENS, voulons alerter les Institutions européennes et le Gouvernement italien du risque que de mauvaises politiques puissent causer plus de dommages que la pandémie COVID-19 elle-même.
En quelques semaines, la Pandémie s’est rapidement propagée en Europe et dans le monde entier, avec des conséquences graves et immédiates : des millions de personnes ont été infectées et plus de cent mille sont mortes.
Mais, alors que le nombre de personnes infectées et le nombre de décès diminuent, nous assistons à l’affaiblissement rapide et violent des économies du monde entier et à l’augmentation des inégalités, du chômage et de la pauvreté qui en résulte.
De nombreux scientifiques et la Banque Mondiale affirment l’existence d’une corrélation évidente entre la Pandémie et le changement climatique qui est causé par les politiques de la croissance infinie parmi lesquelles les investissements non rentables dans les Grands Projets qui dévastent la planète et absorbent environ l’8% du PIB mondial chaque année.
La Charte de Tunis, de 2013, qui réunit les associations et les mouvements de base luttant contre la construction des Grands Projets Inutiles et Imposés, a indiqué dans les Méga Projets une des causes du désastre écologique avec des conséquences négatives importantes pour l’humanité.
Les politiques néolibérales ont attribué à la mise en œuvre des Méga Projets d’Infrastructure le rôle d’”instrument idéal” pour la croissance de l’économie et l’augmentation du bien-être des habitants de la Planète.
NOUS, CITOYENNES ET CITOYENS EUROPÉENS que depuis trente ans luttons contre le projet Turin-Lyon, un méga projet ferroviaire qui coûterait 26 milliards d’euros, imposé aux contribuables italiens, français et européens, inutile, sans rentabilité économique, UN VRAI CRIME CLIMATIQUE.
Devant à la catastrophe sociale et économique générée par la Pandémie, nous sommes presque gênés de vouloir défendre obstinément notre lutte, mais face aux appels insouciants des promoteurs des Grands Projets qu’ils appelaient “la solution” pour la période post-pandémique, nous ressentons l’urgence, la responsabilité et l’obligation d’être encore plus déterminés dans notre opposition.
Le Lyon-Turin, un Crime Climatique, est l’un des ouvrages voulus par l’Union européenne pour créer le développement et la cohésion des États membres dans le cadre du RTE-T financé par le fonds CEF. En réalité, il s’agit de projets de lignes ferroviaires qui menacent l’environnement par l’arrogance de leur coût et de leur taille, représentent un mauvais modèle de “développement” et un réseau ferroviaire fragmenté et inefficace qui, selon la Cour des comptes européenne, ne crée pas de bien-être et de cohésion mais des inégalités sociales.
Il a été démontré que le projet Lyon-Turin, un Crime Climatique, contribue fortement au changement climatique.
Mais, malgré cette situation dramatique, la présidente de la Commission européenne, Ursula von der Leyen, a déclaré le 2 avril déclaré le 2 avril que “Le budget européen 2021-2027 est l’instrument le plus fort et le plus important pour répondre à la crise générée par la Pandémie en vue d’une reprise à long terme”.
Sa déclaration est superbe et aventurée : le Budget pluriannuel de l’Union européenne (CFP) préparé par la Commission européenne en 2018 représente la continuation de la normalité et est la synthèse des politiques néolibérales qui ont contribué au déséquilibre général des économies mondiales et le changement climatique lui-même, doit être profondément modifié.
NOUS AFFIRMONS que, face à cette volonté de “retour à la normalité” exprimée par la Commission européenne, “la normalité est la cause des problèmes”, tandis que le changement et la solidarité sont la solution.
NOUS DÉNONÇONS la campagne des lobbies de Grands Projets qui prétend mettre en mouvement des centaines de chantiers définis comme “la panacée pour la relance de l’économie de l’Union européenne”.
NOUS DEMANDONS l’approbation d’un amendement CO2 à la Loi Européenne sur le Climat afin que, dans l’esprit de l’accord de Paris, tous les travaux d’infrastructure soient soumis à des évaluations indépendantes de l’empreinte carbone pendant la construction et l’exploitation pour obtenir un financement de l’UE.
NOUS DEMANDONS à l’annulation du financement européen du projet Turin-Lyon, un Crime Climatique, un projet inutile, sans rentabilité économique, qui soustrait de précieuses ressources économiques aux budgets de l’Union européenne, de l’Italie et de la France.
NOUS DEMANDONS la création d’un Fonds de solidarité financé par le budget 2021-2027 pour le soutien immédiat des citoyens pauvres qui sont 112 millions dans l’Union Européenne et dont le nombre augmente.
Afin de financer le Fond de Solidarité, NOUS DEMANDONS l’annulation du CFP :
- de tous les investissements CEF dans les infrastructures de transport infrastructures de transport (actuellement estimés à 33,5 milliards d’euros) qui ne présentent pas une empreinte carbone nulle, tant en cours de construction qu’à long terme, et une analyse coûts-avantages positive,
- l’ensemble des dépenses militaires européennes, soit environ 35 milliards d’euros.
