The EU funds available for Priority Projects are of 5.5 billion €. Only for the project of the Base Tunnel of Turin-Lyon France and Italy may require the EU co-financing between 4.0 and 5.2 billion € (i.e. 40% of the project cost which is not yet known, but estimated between 10 and 13 billion). The EU contribution requested by France and Italy would therefore equal between 73% and 95% of European funds available for dozens of projects in 13 States. It’s therefore conceivable that the EU will not be able to provide co-financing of this amount because the project of the base tunnel Lyon-Turin has no positive Cost–benefit analysis (CBA), see https://www.presidioeuropa.net/blog/?p=5447
